Thelwall inverts the treason charges in a chiasmus: from "The State charges Thelwall with treason" to "Thelwall charges the State with treason." Government is kept separate from the nation, so that he can demonize his persecutors without seeming to attack the nation's people.

In addition to his political speeches, however, Thelwall also published four collections of poetry between 1787 and 1801, a major political-philosophical treatise in 1795-6 and after 1802 a number of works dealing with elocution, education, the acquisition of language, the anatomy of the speech organs and finally the link between speech and mental illness.
At this point in his career Thelwall was becoming active in the London Corresponding Society and, by 1794, was recognized as its chief political orator and theorists, speaking to large audiences on behalf of an extended franchise and against the monopolization of property.
By 1803 Thelwall was again before the public, not as a politician, but as a self-styled teacher of elocution, travelling through Britain delivering lectures on the physiological aspects of pronunciation, on speech impediments, on the anatomy of the vocal organs and on the art of oration.

Claeys' resurrection and reevaluation of Thelwall as an innovative political and economic thinker is peculiarly timely now, in an era in which the discourse of political rights has been so thoroughly coopted by the discourse of economics.
This faith is born out of and borne out by Thelwall's participation in the debating clubs and corresponding societies that, for a brief period in the 1790s, became the working-class equivalents of those genteel social clubs which were so fundamental to the development of society and culture in the late eighteenth century.
