The Militant - 9/1/97 -- Kohl Backs Down Over German Budget
Kohl and his minister of finance, Theodor Waigel, touted the tax changes as a way of boosting economic growth and creating jobs for the more than 4 million unemployed workers there.
Waigel's original tax proposal would have reduced the national tax bill by some DM30 billion ($16.4 billion) in 1998-99.
Waigel said that Bonn annually contributes DM20 billion to the net costs of the European Union budget, and proposed reducing that to DM7 billion.

MPIfG Working Paper 03/12, M. Heipertz/A. Verdun: Past and Future of the Stability and Growth Pact
Pre-empting the opposition, Waigel announced his proposal for a "Stability Pact" [15] to the public and his European partners in November 1995 (Bundesministerium der Finanzen 1995) in the second reading on the 1996 budget (Waigel 1995b; Waigel 1995a), reacting to opposition demands for stricter rules that would guarantee the stability of EMU (Scharping 1995).
Waigel's behaviour might be seen as an attempt to pre-empt such a polarisation of the debate on Europe.
Waigel was completely isolated in requiring nothing less than a GDP contraction of two per cent or worse as a qualification for an exemption.

When Waigel discovered the extent of the capital outflow to Luxembourg, he immediately pushed for a renewal of Council discussion on establishing a general EU withholding tax.
Waigel, supported again by ministers from France and Belgium, proposed to establish "a code of conduct on what member states can and cannot do to attract capital" (Bien 17).
He responded to Waigel's proposal by not only insisting, as he had earlier, that any new fiscal rule apply to all other OECD countries, but also that tax harmonization also be accompanied by "an equalization of social standards within the EU" (German 17).

The governments of Sweden, Austria, and the Netherlands are also net payers to the EU budget, and are joining Waigel in his criticism.
