Theodore was an active trade unionist and became a leading member of the Amalgamated Workers Association in his area.
Theodore was elected to the House of Representatives for the seat of Dalley in Sydney at a by-election in 1927.
Theodore has been described as a visionary proto-Keynesian for this proposal, although it cannot be known what effect his measures would have had on the Depression had the bill been passed.

Carrying the wound on his back that was to scar him for life, Theodore sought an audience with the 65 year old mine owner and 'Wonder of the North', the legendary John Moffat.
Theodore went back down the hill to the Vulcan Arms Hotel and there he founded the first branch of the Amalgamated Workers Association along with a group of supporters and W. 'Bill' McCormack of nearby Stannary Hills.

Enraged by Theodore's plans to increase pastoral rents, Queensland conservatives arranged for the so-called 'stinking fish delegation', led by ex-premier Sir Robert Philp, to go to London to lobby the British government and English financiers.
The inability to gain government funds from British sources, and this alleged 'foreign interference' with the sovereignty of Queensland and with the democratically elected government, were used by Theodore as the basis on which to fight a state election, which he brought forward to October 9, 1920.
In his major election policy speech, Theodore promised that the Legislative Council would be abolished and announced that he 'would be the most disappointed man in Queensland if he did not win 52 seats out of 72'.

The QCWA was founded in 1922 when women living in rural Queensland, as in the rest of Australia, were desperate for such an organisation - the wives and daughters of graziers, itinerant workers, shearers and farm workers.
In 1923 Queensland led the Australian states by underwriting an unemployment insurance scheme to support families, and in 1924 introduced the 44 hour working week.
The QCWA entered this landscape, part of the emerging vision for the future - so crucial in the great raising of awareness of families in the bush - elevating knowledge of their contribution to the wider community and simultaneously urging for the health and education services needed to support and nurture isolated families.

Central Queensland was the first port of call for Australian Cricket coach John Buchanan in his tour of cotton growing areas.
During the visit John was also able to hold some cricket clinics in Theodore and Emerald with some local children able to practice some cricket skills and get John’s autograph.
The highlight of the tour for the older fans was the dinners held in Theodore and Emerald where John spoke on “Winning teams and towns” and his perspective of the ingredients necessary to either become or stay a winning team or town.

Central Queensland’s World Rural Women’s Day was celebrated at Theodore on October 9 at a Department of Primary Industries function that drew 55 women from throughout the Dawson-Callide region.
Mr Casey said that for the Central Queensland event jointly sponsored by the Department of Premier and Cabinet and Theodore District Health Council, the organising committee opted to go a week earlier due to the Enterprising Women in Rural Industries Trade Show being held on October 15 in Brisbane.
“Our Theodore gathering was addressed by four extremely informative speakers targeting a range of rural issues, succession planning, enterprising women in rural industries and a pilot project that provides a user-friendly on-line Internet access to source information on depression and related health subjects,” Mr Casey said.
