From 2001 to 2002 she was Deputy Leader of the Conservatives in the European Parliament and a member of the governing board of the Conservative Party.
Theresa is well known for her strong support for Cyprus to be included in the first wave of new members of the EU.
Theresa wrote to the Mayor asking him to received a deputation of local organisations and concerned residents, but he refused.

 London MEPs Demand Answers Over Congestion Charge
Conservative MEPs for London - Dr Charles Tannock & Theresa Villiers - are demanding answers from the European Commission as to the legal status of the proposed congestion charge and whether a proper environmental impact study is required to fully establish the consequences of such a scheme.
Speaking from the European Parliament in Brussels Theresa Villiers said, "In February 2003, the Mayor of London is due to introduce the controversial congestion charge which will apply a fixed £5 daily fee per road vehicle entering central London.
Theresa Villiers continued, "We have written a formal parliamentary question to the European Commission demanding to know the legal status of this scheme and whether an environmental impact study is required, if the UK is not to breach its obligations."

Mrs Theresa Villiers, MEP for London and Rapporteur for the ISD, has recommended that EMAC exempt execution-only share trades from the requirement for “suitability checks” currently included in Article 18.4 of the draft ISD.
In her report to the Committee prior to its vote on the current draft on July 8th, she said: “Unless we rationalise this we are going to deprive citizens of taking their own decisions.” The Directive is expected to be voted upon by the full European Parliament in September.
