The population within the city limits (within the autonomous territory) should be approximately 3 million and depending on the criteria used one figure or another should be used.
And anyway, the population given for Tokyo is that of the 23 Wards, a unit which is neither a province, a region or a metropolitan area.
Tokyo is considered a city by practically the entire world population (including the Japanese themselves) as a convenient label for central area of the sprawling mass that is the Tokyo/Yokohama/Saitama megalopolis.

A city is an urban area, differentiated from a town, village, or hamlet by size, population density, importance, or legal status.
Although city can refer to an agglomeration including suburban and satellite areas, the term is not appropriate for a conurbation (cluster) of distinct urban places, nor for a wider metropolitan area including more than one city, each acting as a focus for parts of the area.
Most towns remained far smaller places, so that in 1500 only some two dozen places in the world contained more than 100,000 inhabitants: as late as 1700 there were fewer than fifty, a figure which would rise thereafter to 300 in 1900.

The rural population is anticipated to decline slightly from 3.3 billion in 2003 to 3.2 billion in 2030.
