Since we have seen that Thomas is accumulating, and his reaction to the man's refusal, we are more likely to read Thomas as dangerous, even if the title didn't already say so.
Thomas claims that he "knows people", which is always the excuse of the sociopath, and his in-your-face technique creates the opposite desired effect to any reasonable person -anyone who doesn't see through the banality of his trying to be friendly act deserves whatever happens to them.
We get a standard hiding so as not to be discovered when Thomas' room is being searched and he returns unexpectedly but without an obvious conclusion, some off-camera killings, and the jovial smile of a detective falling from his face when it is no longer required.

Senator Bard though instrumental in the earlier construction of Bard's Wharf had never given up the idea of a truly modern transportation alternative in the form of a deep-sea commercial port.

The mission brought many settlers to the area, and by the late 1800's two very important people in Oxnard's past were attracted to the area.
Thomas Bard arrived in the Oxnard area some 70 years after the founding of the mission, and promptly founded the Port of Hueneme, which became an important outlet for the shipping of grains, sugar, beets and lima beans.
Achille Levy, a Frenchman, was another important early businessman in Oxnard's past.

I have been interested in the two articles concerning the history of Hamilton City that have appeared in your paper.
Backed by money from the Union Oil Co., the sugar beet industry was introduced to Northern California in 1904 with the purchase of part of the Old Capay Rancho on the Sacramento River eight miles west of Chico by Bard and his associates.
Hamilton City was created by this company and for a number of years in the last century a detailed account of the company and town was created.
