Hart was born on 12 June 1877 in Genessee County, Mich.
In the years preceding the First World War, Hart filled a variety of sea and shore duty billets: as a junior officer in battleships, torpedo boats, and submarines; as an instructor at the Naval Academy; as aide to an Assistant Secretary of the Navy; and as commander of the Pacific Torpedo Flotilla.
From February to April 1944, he was chairman of the committee which conducted the "Hart Inquiry" into the Pearl Harbor attack, a duty which took him to the length and breadth of the Pacific Ocean area.

I was deeply saddened that the Thomas C. Hart FF-1092 (Tommy Chuck) was decommissioned in 1993.
Damage to the Hart, at that point, was minimal as being lower, the impact to the Hart was at the main deck, while the impact to the California was about half way up the stern, thus causing significant hull buckling.

This is a situation that GIS and modeling can ameliorate: the portions of the collections with locator information can be attributed with habitat descriptors from the array of historic and recent map-based compilations.
By using "adaptive interpolation" and associated methods (Daly et al 1994, Hart 1988), local estimates of habitat character can be calculated more precisely using an array of sources, not limited to the direct assignment of the nearest known data loci.
The map domain of GIS extends these model applications by providing a medium for interpolation, so that parameters at measured sites can be applied intelligently to the unmeasured sites of germplasm collection, especially if there is a supporting (or "adaptive") factor such as elevation already in continuous mapped form.
