Thomas Howard, 21st Earl of Arundel, 4th Earl of Surrey and 1st Earl of Norfolk (7 July 1586–4 October 1646) was a prominent English courtier during the reigns of King James I and King Charles I, but he made his name as an art collector rather than as a politician.
Arundel was born in relative penury, his aristocratic family having fallen into disgrace towards the end of the reign of Queen Elizabeth I. He was the son of Philip Howard, 20th Earl of Arundel and Anne Dacre, daughter and co-heiress of Thomas Dacre, 4th Baron Dacre of Gilsland.
Arundel's great-uncles returned the family to favour after James I ascended the throne, and Arundel was restored to his titles and some of his estates in 1604.

 Thomas HOWARD (2° E. Arundel)
Educated at Trinity College, Cambridge, he married Alethea Talbot, the wealth daughter of the Earl of Shrewsbury, and goddaughter of Queen Elizabeth and was always closely connected with the court.
Inigo Jones, long in his service, accompanied him to Rome; there Arundel excavated some Roman statues, which with other ancient sculptures, including the Parian Chronicle, or Marmor Chronicon, were given to Oxford Univ. in 1667 and became known as the Arundel Marbles.
His library was given to the Royal Society; the manuscripts known as the Arundel Collection were later transferred (1831) to the British Museum.

Thomas Howard, 2nd Earl of Arundel and Surrey (1585-1646), Patron of art and collector.
This magnificent portrait of the Earl of Arundel shows him not only as a connoisseur - he acquired one of the most important seventeenth-centyry collections of painting and sculpture -but also with a certain braggadocio, as befitted his status as Earl Marshal.
It was painted in 1629, when Rubens came to London as an emissary of Philip IV of Spain and was a study for a larger three-quarter length portrait of him (now in the Isabella Stewart gardner Museum, Boston).
