The suspect’s car struck a truck in Chicago in February of 1964 and was brought to the hospital and was subsequently arrested by the FBI for the murder of Sergeant McAvoy.
Sergeant McAvoy had been with the agency for 15 years and was survived by his wife and two sons.

Thomas McLaughlin McAvoy (born 14 December 1943, Glasgow) is a Scottish Labour Party politician and, since 1987, a member of the Parliament of the United Kingdom.
McAvoy worked as a storeman at the Hoover factory in Cambuslang, and was a shop steward for the Amalgamated Engineering Union; following the succession of trade union mergers, he is now a member of Amicus.
In 1982 McAvoy was elected to Strathclyde Regional Council, and served until elected to the U.K. Parliament in 1987 as the Labour Co-operative member for Glasgow, Rutherglen.

Essentially, McAvoy seems to be begging Canada to appeal his judgment to the Second Circuit, which is equivalent to the Quebec Court of Appeal.
McAvoy at first agrees with this argument, but then cites the Second Circuits ruling on the Hartford case and reverses himself.

U.S. District Judge Thomas McAvoy's "classified" order leaves secret his reasons for also turning down defense requests to suppress any evidence acquired from warrantless wiretaps or force authorities to disclose whether they were used in the Albany case.
McAvoy's ruling came only hours after federal prosecutors filed classified court papers that were expected to address whether the National Security Agency's program of warrantless wiretapping was part of the Albany investigation.
The program, disclosed publicly in December by The New York Times, began sometime after the Sept. 11, 2001 terrorist attacks and involved electronic intercepts of telephone calls and e-mails in the U.S. of people with suspected ties to al-Qaida and other terrorist groups.

A lawsuit launched by the Canadian government in the United States against several large tobacco manufacturers for allegedly being involved in the extensive smuggling of cigarettes from the United States into Canada has been rejected by a US district court judge.
Judge Thomas McAvoy ruled that Canada’s attempt to recoup the tax money it said it had lost because of the actions of RJR-Macdonald and related companies ran foul of an 18th century English common law that was adopted by the United States.
In his decision, Judge McAvoy said the Canadian government failed to explain adequately what injury it has sustained, and aside from tax matters, the Canadian government was a third party to any harm done.
