Osborne is well known as a lawmaker as well as a lawyer, for in 1913 and 1917 he served as a member of the state legislature and while in the general assembly introduced and had passed a measure to create a commission form of government in Fort Smith.
Thomas S. Osborne was married in 1892 to Miss Jessie Collier and their children are Virginia E. and Howell C. The former, who was born in 1896, is a graduate of the University of Arkansas and also attended the University of Chicago.
Osborn himself was one of those hearty pioneer men who would go all winter with nothing on his person but a linen pair of trousers, a linen shirt, a linen hunting shirt, a pair of moccasins or shoes, and a wool hat or coon-skin cap.

The son of Sir Edward Osborne, Bart., of Kiveton, Yorkshire, Danby was born in 1631.
Thomas Osborne, the future Lord Treasurer, succeeded to the baronetcy and estates in Yorkshire on his father's death in 1647, and after unsuccessfully courting his cousin Dorothy Osborne, married Lady Bridget Bertie, daughter of the Earl of Lindsey.
Osborne was introduced to public life and to court by his neighbor in Yorkshire, George Villiers, 2nd Duke of Buckingham, was elected MP for York in 1665, and gained the "first step in his future rise" by joining Buckingham in his attack on the Earl of Clarendon in 1667.
