Thranduil's earliest mention is in Appendix B to The Lord of the Rings, where we're told that he was among the Sindar who travelled eastward from Lindon 'before the building of the Barad-dûr'.
The text of Appendix B to The Lord of the Rings seems to imply that Thranduil was himself the founder of the kingdom of Elves in Greenwood the Great.
According to this source, Thranduil did not become king until the loss of Oropher in the War of the Last Alliance at the end of the Second Age.

Thranduil and his people retreated to the northeastern corner of Mirkwood and built their halls near the Forest River in underground caverns guarded by great gates.
Thranduil sent his son Legolas to Rivendell to inform Elrond, and Legolas was selected as one of the nine members of the Company of the Ring.
Thranduil's realm was in the northern part of Eryn Lasgalen, north of the mountains in the forest, and there the Wood-Elves remained untroubled for many years.

He was eventually captured by Sauron's forces and forced to reveal what he knew about the Ring; the information he provided alerted the Dark Lord of Mordor to the existence of Hobbits, the Shire, and the Baggins family.
Gollum was then freed, but caught by Aragorn, who, along with Gandalf, interrogated him about the Ring and placed him in the care of the Silvan Elves living in Thranduil's kingdom in Mirkwood.
In The Lord of the Rings, Gollum met and started following the Fellowship of the Ring in Moria, and was spotted and heard by Frodo Baggins (cousin and heir of the hated Bilbo) on several occasions.

At Greenbooks, in the recent QandA update, a question was asked about Legolas' hair, and the hair of his father Thranduil.
Unless it specifically says somewhere that all of the Vanyar stuck to the journey from Cuivienen to the end, I would assume that there were an odd few who, for one reason or another, stuck around in Middle-earth.
P.S. If Thranduil was blond there's a reasonably good chance his son was as well.
