Amtrak is a independent public government corporation, however it is entirely owned by the United States government.
Amtrak owns 730 route miles of track including 17 tunnels consisting of 29.7 miles of track and 1,186 bridges (including the famous Hell Gate Bridge) consisting of 42.5 miles of track in its network of 22,000 miles of routes.

I wonder if they don't care as much with a lower volume/service train such as the Three Rivers as opposed to a Capitol Limited or Lake Shore Limited, or if it is because we are the last train out.
Today's passenger consist on the Three Rivers is one Refurbished 10&6 Heritage Sleeper, an Lounge, and three Amfleet II Coaches.
Maybe if Amtrak offered one-person heritage roomettes for say, $150, and two-person bedrooms for $225, it would actually be a good idea, and more people would spend the money to travel first-class.
