The cantons organize primary education in their territories, delegating local arrangements (under the control of a cantonal inspector) to a committee (Schulkommission) elected ad hoc in each commune, so that it is not a committee of the communal council.
There thus remained to the cantons the raising of all the infantry units and of most of the cavalry and artillery units as well as the nomination of the officers of all arms; all these acts were subject to the supervision of the Confederation and had to be in accordance with Federal laws and regulations.
In some cantons the young men, between the ages of eighteen and twenty, are required to attend a night school (in order to rub up their school knowledge) for sixty hours a winter for two winters, the teacher being paid by the Confederation and the lads being under military law.

The victories of the Radicals in several cantons and the murder of Leu (20 July, 1845) caused Lucerne to conclude a separate alliance (Sonderbund, 11 Dec., 1845) with Uri, Schwyz, Unterwalden, Fribourg, Zug, and Valais, in opposition to the alliance of the Liberal cantons of 1832.
The canton of Lucerne, at the census of 1900, numbered 146,519 inhabitants, 134,020 of whom were Catholics, 12,085 were Protestants, and 414 of other denominations; the city, 29,255 inhabitants (23,955 Catholics, 4933 Protestants, 299 Jews).

Lake Lucerne and the original Forest Cantons belonged to the duchy of Swabia, and the expansion of powerful Swabian families during the Great Interregnum led the Forest Cantons to a determined effort to replace feudal allegiances to various nobles with a single direct allegiance to the emperor.
The Forest Cantons of Uri (already acknowledged independent of any but a loose imperial allegiance in 1231), Schwyz, and Unterwalden emerged as champions of local independence and masters of the St. Gothard Pass into Italy.
Additions to the Forest Cantons: canton of Lucerne (1332); canton of Zurich (1351); canton of Glarus (1352); canton of Bern (1353), bringing the number to seven, half of which were peasant cantons, the other half urban.
