The 1832 Cholera Epidemic in New York State: Social reformers, such as New York's George Henry Evans, perceived cholera not as God's retribution for sin, but rather as proof of man's inhumanity to man. Cholera was overwhelmingly a "poor man's plague," and the reason for that was rooted in America's underlying unjust social and economic systems. In this respect, the 1832 Cholera epidemic was different than prior diseases and epidemics; instead of government's prior tendency to disintegrate and disappear as disease approached, the New York City government remained on the field and played a major and dominant role in the public health response.
