Whether the washing powders, liquids, detergents are reformulated for this I don't know, but many of the common (for a Brit) brands are available.
It is suppose to save ten cents per wash but the price of cold water tide is at least twice the price of all the other laundry detergents so it probably isn't a bargain in the long run.
Looks like Tide laundry detergent is marketing a new product called Tide Coldwater which promotes saving money and energy by enabling you to wash clothes in cold water.

I think it is because of the substances in the detergents and maybe because of how un-often they were watered.
Tide Rapid Action Tablets start dissolving as soon as they hit the wash water, then they release millions of tiny bubbles.
