Tier 1 carrier - Wikipedia, the free encyclopedia
Many networks incorrectly claim to be a Tier 1 simply due to ignorance of the term, leading to a corruption of meaning in which the vast majority of those claiming to be a Tier 1 network are not.
The issue is further complicated by the non-disclosure agreements which surround almost all Tier 1 level peering, which makes it difficult for carriers to officially confirm or deny the existence of peering, the physical connection of two backbone networks to allow data to flow between them.
Tier 1 networks are often noted for their extremely restrictive peering policies, which are generally regarded as being intended to set the bar for peering so high that no new networks can meet them.

A Tier 1 carrier is a telco or internet service provider IP network which connects to the rest of the Internet ONLY via a pratice known as peering.
The issue is further complicated by the Non-disclosure agreements which surround almost all Tier 1 level peering, which makes it difficult for carriers to officially confirm or deny the existence of peering.
Another common area of debate is whether it is possible to become a Tier 1 through the purchase of "paid peering", or settlement-based interconnections.

The impact of peering on ISP performance: What’s best for you? - Express Computer Online   (Site not responding. Last check: 2007-10-20)
Tier 1 ISPs run roughly between $500 to $700 per megabit per second, per month, while Tier 2 and 3 players charge anywhere from $200 to $700.
Tier 1 traffic should perform better than 2 or 3, since these ISPs have their own backbones and peer with other Tier 1s and 2s; lower-order traffic probably has to go off the original provider’s network to complete the link.
Upstream, Tier 1s are constrained to treat transit customers’ traffic with more respect (and throughput) than those it merely peers with; private peering is free between partners, and thus they’re motivated to transmit paying customer’s traffic first, in general.

The reason why you need to choose a Tier 1 ISP is because they own and maintain their own backbone.
This is important because if you ever have a problem, when you call your tech support, you are speaking with the company who is going to do the repair, not a company who is going to escalate it to the people that they buy their bandwidth from.
After you decide that you are going to go with a Tier 1 ISP then pick one that offers the most value for your money.
