On first reading an 1867 article against tight lacing, a modern reader might think that the publication was unusually progressive.
By 1867 physicians knew of the debilitating effect of diet on a child's health, but the author of "The Lady's Friend" article chose to blame a woman and her supposed vanity if the children were "poor and puny".
To add the "blame" of producing "crippled and deformed" children to tight lacing was not only also inaccurate, but cruel and helped to delay research by suggesting that the "solution" was already found.

The maximum tightness was primarily limited by the sturdiness of the corset construction, but the advent of the sewing machine and use of steel stays and busks, allowed corsets to become better fitting and stronger, improving shaping ability and comfort.

Whilst Criss Cross Lacing is shown in these examples, and is the probably the most common method used, the shoe can be laced with almost any lacing method.
Lock Lacing also creates more friction, which should help prevent the knot coming loose, especially if you have slippery synthetic laces or are unknowingly using a Granny Knot.

Tight Lacing is a subject that was prevalent in Victorian through to Edwardian times to an extent that became extinct after the World War I. Vestiges of tight lacing continued on stage, in some elderly women and in the darker areas of corsetry, however, never again would it be a mainstream fashion.
Of course, tight girdles attempt to perform the same task, however, nothing could ever be quite so successful as these corsets.
Side-lacing, or well-offset lacing is not uncommon, particularly in Latin America and Spain, but this is something different, and I have no explanation for it.
