Tillamook County, the twelfth county in Oregon to be organized, was established on December 15, 1853, when the Territorial Legislature approved an act to create the new county out of an area previously included in Clatsop, Yamhill and Polk Counties.
Tillamook County is located in the northwestern portion of the state and is bordered by Clatsop County on the north, Washington and Yamhill Counties on the east, Polk and Lincoln Counties on the south, and by the Pacific Ocean on the west.
County government offices that were already in place upon statehood were the three county commissioners (including the county judge), a probate judge, sheriff, clerk, treasurer, assessor, school superintendent, and coroner.

William Clark was the first white man of record to visit Tillamook Head, giving it the name "Killamuch," and observed the processing of flesh of a 105 ft. whale, which had washed up on the beach.

Because a few Tillamook County fishing guides and fishermen felt that cormorants were destroying their salmon and steelhead fisheries, they pressured the Oregon Department of Fish and Wildlife (ODFW) into giving them permits to harass (but not kill) cormorants in the spring of 1988 on public waters of Nehalem and Tillamook Bays.
Oregon harassment permits must be authorized by the Oregon Fish and Wildlife Commission (see section 1-J) or, in cases of emergency, the ODFW Director.
The Oregon Fish and Wildlife Commission is composed of seven private Oregon citizens that are appointed by the Governor and confirmed by the Senate.

A summer trip to Tillamook County was a case of the latter, although we did get some great birding in.
During the spring and summer, Cape Meares is one of the most popular Oregon destinations for birdwatchers, because of the large colonies of nesting seabirds on the sheer cliffs and nearby isolated rocky islands, including common murres, pigeon guillemots, and tufted puffins.
Since this was a low-stress birding trip, we felt no compulsion to puzzle out the various gull species that we saw, but we did identify both western and glaucous-winged gulls, and a smaller one that I identified as a mew gull.
