The Democratic Republic of Timor-Leste or East Timor is a nation in Southeast Asia, consisting of the eastern half of the island of Timor, the nearby islands of Atauro and Jaco, and Oecussi-Ambeno, an exclave of East Timor situated on the western side of the island, surrounded by West Timor.
The island of Timor is part of the Indonesian archipelago and the largest and easternmost of the Lesser Sunda Islands.
To the north of the mountainous island are the Ombai Strait and Wetar Strait, to the south the Timor Sea separates the island from Australia, while to the west lies the Indonesian Province of East Nusa Tenggara.

After East Timor (now Timor-Leste) voted for its independence on August 30, 1999 from a 23 year occupation by Indonesia, a militia which Indonesia initially denied responsibility for begun a "Scorched earth" campaign of murder and terror also destroying the buildings and infrastructure of East Timor.
An estimated 100,000 East Timorese fled or were driven across the border into West Timor, where through rumours of on-going atrocities at home and militia forces keep the refugee for months.
By November 2003 there were still 50,000 refugees in the camps in West Timor and UN inspections reveal appalling conditions.

Following the (overwhelming) victory of FRETILIN in the parliamentary elections, the constitutional assembly restored all the symbols from the 1975 independence, including the name, the flag, the hymn, etc. The hymn is causing some uproar, and will probably have its lyrics changed, but the version sang in the independence ceremony was the 1975 one.
In East Timor only the national flag is prescribed by the Constitution, while all other national symbols must be described by special laws.
I was in Timor Leste (East Timor, Timor Lorosae) in the end of June 2002; the flags, made of cotton, are 1:2, maybe because they were produced in Australia (I heard it here).

The human rights organization welcomed the recommendations of the Commission of Inquiry on East Timor, which were officially released today.The COI has asked the UN to set up two bodies, an independent international investigatory body, and an international tribunal to deal with cases of those accused by the investigators.

NGO’s in East Timor were encouraged to form an umbrella organization to coordinate and distribute emergency aid to the community due to the scarcity of food in 1998 resulting from the drought in 1997/1998.
On the 23rd June 1999, approaching the referendum to determine the political status of Timor Lorosa’e, at a meeting between 14 NGO’s, it was decided that the official NGO Forum Timor Lorosa’e (FONGTIL) would be established as an umbrella organization to coordinate NGO’s, share information and increase the NGO capacity.
After the INTERFET military troops arrived in Timor Lorosa’e, the board commenced consolidation, with support from several ACFOA advisors who were very supportive with management and liaison, resulting in acknowledgement of the NGO Forum from OCHA.

May 17 -- The East Timor and Indonesia Action Network (ETAN) today said that the reported agreement between Australia and Timor-Leste on the division of resources in the Timor Sea "cheats" the new nation.
Since East Timor's independence referendum in 1999, the Australian government has taken in approximately $1.2 billion in revenue from oil fields much closer to East Timor than to Australia.
Australia claims the bulk of the revenues from the largest known field, Greater Sunrise, on the basis of prior occupation stemming from illegal agreements with Indonesia, the former occupier of East Timor.
