The ballots of 1,201 voters in the three Tinglayan villages were stolen on May 11 and residents there decided to forego with the Comelec-directed special polls on May 22 to avoid tribal conflicts, Dugao said.
Kalinga Governor Macario Duguiang said the ballots from Tinglayan's seven precincts would affect the results of the gubernatorial race.
I was (in Tinglayan) on May 22 (for the first special polls), and the people who were protesting were not even from that place," Duguiang told the Inquirer on Saturday by telephone from the capital town of Tabuk.

TINGLAYAN, Kalinga: Lawmen have seized a ton of marijuana worth P272 million and destroyed about 10 hectares of Cannabis sativa plants in Barangay Loccong here, according to the Cordillera regional police office.
In the series of operations that followed, eight other marijuana plantations were raided and some P251-million marijuana plants uprooted along with the seizure of a ton of dried marijuana with a street value of about P20 million.
Cordillera is the number-one source of marijuana, supplying almost 70 percent of the total marijuana produce in the entire country.

BAGUIO CITY -- The second special elections that was scheduled Saturday for four villages in Tinglayan town in Kalinga province has been postponed for Monday (June 7), after the ballots intended for the first aborted special polls were reported missing.
Police said the locks of three ballot boxes, which were intended for seven precincts in four Tinglayan villages, were not destroyed, indicating that the suspects could be officials who had access to the ballot boxes' keys.
Senior Superintendent James Dugao, Kalinga police director, said the worst Kalinga residents had done in preventing the conduct of the special elections was create a human barricade.

Seized from them were two bricks of dried marijuana resin or hashish weighing approximately 250 grams and which had a Dangerous Drugs Board market value of P100,000.
