Titan 23B is a medium-lift space launch vehicle used to carry payloads for the Air Force.
The Titan rocket family was established in October 1955, when the Air Force awarded Lockheed Martin (formerly the Martin Company) a contract to build an intercontinental ballistic missile (ICBM).
The Titan 23B is a derivative of the Titan II vehicle with an Agena D upper stage added.

Titan has long puzzled scientists because of several unexplained features in its thick, hazy atmosphere, composed largely of solid organic materials.
Titan's haze also is much thicker near the polar caps than anywhere else.
But perhaps most puzzling, a layer of the haze is detached from the rest of Titan's atmosphere, appearing like a ghostly shell floating in space.

The Agena space vehicle was used in large numbers during the 1960s and 1970s as upper stage with SLV-2 Thor, SLV-3 Atlas and SLV-5 Titan boosters to launch a variety of military and civilian payloads into orbit.
This was essentially a "standardized" Agena B, which could accept a variety of payloads (in a conical payload section in the nose) and be fitted to Atlas, Thor or Titan launchers without changes to the basic Agena.
The Titan 3B/23B/24B series launched GAMBIT (KH-8 reconnaissance system) satellites, while the payloads of the larger Titan 33B/34B boosters consisted of JUMPSEAT SIGINT and SDS communications satellites.

Designations for satellites and ground-launched boosters do not use the launch environment letter.
While this is no surprise for satellites, a "P" or "G" launch environment letter would certainly be appropriate for ground launched space boosters like Atlas, Titan et.
The original regulation (1963) allowed the omission of the launch environment letter, if a status prefix letter was used.
