This title may be cited as the "WIPO Copyright and Performances and Phonograms Treaties Implementation Act of 1998".
This title and the amendments made by this title shall take effect on the date of the enactment of this Act.
- (1) Section 3(d) of title 35, United States Code, is amended by striking "prescribed by law for Assistant Secretaries of Commerce" and inserting "in effect for level III of the Executive Schedule under section 5314 of title 5, United States Code".

 Nondiscrimination on the Basis of Disability in State and Local Government
Title II of the ADA extends this prohibition of discrimination to include all services, programs, and activities provided or made available by State and local governments or any of their instrumentalities or agencies, regardless of the receipt of Federal financial assistance.
The scope of title II's coverage of public entities is comparable to the coverage of Federal Executive agencies under the 1978 amendment to section 504, which extended section 504's application to all programs and activities "conducted by" Federal Executive agencies, in that title II applies to anything a public entity does.
Title IV of the ADA, however, uses the term "Telecommunications Device for the Deaf" and the Department believes it would be inappropriate to abandon this statutory term at this time.

Subsection (b) conforms with section 4 of this title relating to precedence of associate justices of the Supreme Court, and consolidates the provisions of the second and third sentences of section 216 of title 28, U.S.C., 1940 ed.
Other provisions of section 216 of title 28, U.S.C., 1940 ed., are covered by section 47 of this title.
“(a) The amendments to section 45 of title 28, United States Code, and to section 136 of such title, made by sections 201 and 202 of this Act, shall not apply to or affect any person serving as chief judge on the effective date of this Act [Oct. 1, 1982].

Americans Bob and Mike Bryan broke through for their first Australian Open men's doubles title in the final against India's Leander Paes and Martin Damm of the Czech Republic this afternoon.
It was the Bryans' third grand slam doubles title after winning at the 2003 French Open and last year's US Open.

 28 Days (2000)
Bullock's performance is OK, and the movie is reasonably entertaining, however i would hesitate to recommend this film too highly, even if your a Sandra Bullock fan.
The problem i had with '28 Days' is in it's failing to settle in a genre; it tries to be funny at the wrong moments and this distracts from the seriousness of key moments in the film where it should provoke an emotional response in the viewer.
Overall i generally enjoy Sandra Bullock movies, but i found '28 Days' fell a little flat, and failed to be either a good comedy or a good drama.
