Titular bishops are those who have been appointed by the Holy See to a see or diocese which, in former times, had been canonically established and possessed cathedral church, clergy, and laity, but at present, on account of pagan occupation and government, has neither clergy nor people.

A Bishop is the ecclesial leader of a diocese.
A Bishop Emeritus is a bishop that is no longer acting as the leader of the diocese due to advanced age, ill health, etc. According to Canon Law (401ยง1) bishops are required to submit their resignations upon reaching the age of 75 which can then be accepted (or not) by the Holy Father.
Bishops that are not the ordinary of a diocese, are assigned a "Titular See", which are historical dioceses that are no longer in existance.

In 1994, Pope John Paul II named him Cardinal Bishop of the suburbicarian see of Albano, and on November 30, 2002, exactly twenty-five years after he was first appointed a bishop, he was elected vice-dean of the College of Cardinals in succession to Joseph Cardinal Ratzinger, who became Dean.
In 1988, he was appointed titular Bishop of Turuzi and Auxiliary of Ayacucho, and was promoted to Archbishop of Ayacucho in 1995; his tenure was quite controversial due to his support of military action during the Shining Path terrorist campaign and his referring to human rights with extremely rude words, dismissing their importance.
On 21 December 1977 Murphy-O’Connor was ordained Bishop of the diocese of Arundel and Brighton.

 Loango
The present vicar Apostolic is Mgr Jean Derouet, of the Congregation of the Holy Ghost and of the Immaculate Heart of Mary, titular Bishop of Camachus.
Ordained in 1891, he went as missionary to the Congo, and in 1904 was named pro-Vicar Apostolic of Loango.
He was chosen bishop on 19 December, 1906; consecrated 3 Feb., 1907, in the chapel of the Holy Ghost, at Paris; preconized on 18 April of the same year; and appointed Vicar Apostolic of Lower French Congo.
