TITUS LIVIUS was born at Patavium, the modern Padua, some time between 61 and 57 B.C. Of his parentage and early life nothing is known.
Esteem (said he) often arose subsequent to wrong: and they would find them better husbands for the reason that each of them would endeavour, to the utmost of his power, after having discharged, as far as his part was concerned, the duty of a husband, to quiet the longing for country and parents.
Nor did they confine their feelings of indignation to their own home only, but they flocked from all quarters to Titus Tatius, king of the Sabines, and embassies crowded thither, because the name of Tatius was held in the greatest esteem in those quarters.

And although many such are related by Titus Livius, I content myself with mentioning the following only: The Romans having appointed tribunes with consular powers, all of them, save one, plebeians, it so chanced that in that very year they were visited by plague and famine, accompanied by many strange portents.
Taking occasion from this, the nobles, at the next creation of tribunes, gave out that the gods were angry with Rome for lowering the majesty of her government, nor could be appeased but by the choice of tribunes being restored to a fair footing.

We should, therefore, be careful how we censure the government of Rome, and should reflect that all the great results effected by that republic, could not have come about without good cause.
And if the popular tumults led the creation of the tribunes, they merit all praise; since these magistrates not only gave its due influence to the popular voice in the government, but also acted as the guardians of Roman freedom, as shall be clearly shown in the following Chapter.
