The Tli Cho are signatories to Treaty 11, signed in 1921 and have been involved in decades-long land claim and self-government negotiations in an attempt to wrest the guarantees they have long-maintained were contained in that treaty.
However, the feds will continue to exercise jurisdiction of criminal law and the territorial government will maintain is powers over health and education and the agreement specifies that Tli Cho laws are not allowed to conflict with the jurisdictions of other levels of government.
Tli Cho voters ratified the deal during the summer with a 93 per cent participation rate as support votes for the deal exceeded 80 per cent.

Dogrib leaders in the N.W.T., and the federal and territorial governments signed an agreement giving the Tli Cho control over their laws, their lives, and an area of land the size of Belgium in 2003.
Under the deal the Tli Cho First Nation own approximately 39,000 square kilometres of land, in a single block surrounding or adjacent to the four communities of Rae-Edzo, Wha Ti, Rae Lakes and Wekweti.
The Tli Cho would also receive approximately $90 million which would be paid over a number of years, and a share of resource royalties received by government annually from the Mackenzie Valley region.

Another land claims agreement with the Dogrib nation created a region within the NWT called Tli Cho, between Great Bear and Great Slave Lakes, which will give the Dogrib their own legislative bodies, taxes, resource royalties, and other affairs, though the NWT will still maintain control over such areas as health and education.

After more than 12 years of negotiations, the Tli Cho land claim and self-government agreement got the stamp of approval from the GNWT in a surprising unanimous vote.
More than 300 members of the Dogrib First Nation were witness to the two-day debate over the bill, which recognizes the Tli Cho's rights to a self-government and access to 39,000 square kilometres of land in the NWT.
The Tli Cho community government act and the Tli Cho community service agency act will be dealt with in the 15th assembly elected in late November.

Today more than 130 people work for Tli Cho Logistics, 50 of whom are members of the Dogrib Rae band.
When the company was founded five years ago ATCO handled nearly all the company's administrative and managerial work while the unskilled jobs went to the Tlicho people.
The federal government is willing to go ahead but there is some disagreement with respect to the Deh Cho in the north.
