Tobu is a name for East Tokyo and Seibu is a name for West Tokyo (the 'bu' ending they share comes from the first character of Musashino, the old name for this region).
Ikebukuro also boasts two subway lines, and a third line is under construction to be opened in about 5 years and will eventually head to Shibuya but right now links the Seibu line with the Yurakucho subway line.
Probably from the influence of the university, once you get out of Tobu's clutches, the west side has a bit of a cafe lifestyle with some bars and restaurants as well, and is relatively quiet, although there is a Marui department store on the way to the University.

At Shin-Kiba, we were lucky enough to ride on one of new ex-Yamanote line 205 sets that have been relegated to the Keiyo line.
Along the way to Hachinoe, you could see the new Shinkansen line at various places, even though a major proportion of that line is in tunnels.
The station is right next to the JR Negishi line station, which is where the Keihin Tohoku line trains go after Yokohama, and I took that line back to Kamata.

I live in Asakadai, which is less than 20 minutes from Ikebukuro on the Tobu-tojo line.
The Kitaasaka station on the musashino line is also close.
The house is a Japanese-style house with two 6-tatami bedrooms upstairs, a large kitchen etc and a 6-tatami lounge downstairs.

We transfered to the Yamanote line in Ikebukuro Eki and we rode it to Shinjuku.
I rode the train with Kumiko and Yoko (one of my favorite acquaintances) as far as Ikebukuro, but then I continued on home via the Tobu Tojo Sen. I walked back to the house, and wearily made my way inside.

Coming from airport with big luggage, persoanlly I wouldn't take Yamanote and Tobu commuter trains, often heavily crowded.
The following Japanese site says there is a direct bus line from NRT to Kawagoe Nishi (West) Station.
A ticket cost Yen3200 and the line is operated jointly by Chiba-Kotsu/Kawagoe-Kanko.

The Hibiya and Chiyoda subway lines connect to Kita Senju which is one stop from Kosuge.
Kosuge station is on the Tobu line from Asakusa station not the Tobu Tojo line (Ikebukuro) as I said in my May 13th posting.

The nearest station to the Hatoyama Campus is Takasaka on the Tobu Tojo Line.
Take the subway Yurakucho Line to Wako-shi Station(Express Stop) and change there to the Tobu Tojo Line in the direction of Shinrinkouen or Ogawamachi.
Usually, catching the bus at Takasaka is more convenient as there are more school buses running and fewer traffic jams.

It is rather hard to find places where you can feel "countryside" near Tokyo, but Kawagoe or Mt. Takao would be within your 600yen price range from Shinjuku.
The "Koedo" old town area is a minor tourist destination for people from Tokyo, but I think most people will find it extremely disappointing.
Go further out on the Tobu Tojo Line from Ikebukuro to Shinrinkoen (about 1 hour away) for a nice country park with a bus shuttle (or rental bikes) from the station.
