For his services during the Battle of Sekigahara Takatora Todo was awarded this large parcel of land on the Iyo peninsula.
Takatora began construction of the castle in 1602 and moved here from his castle at Uwajima in 1608 when the palace was completed.
In 1635, Takatora's adopted son Takayoshi was reassigned and Sadafusa Matsudaira moved in.

Later, after Tokugawa Ieyasu had taken control of the country and obtained the title of shogun, Todo Takatora was appointed as daimyo of the Iga and Ise provinces and given control of Iga Ueno Castle from Tsutsui Sadatsugu, who had originally built the structure.
Todo Takatora, a great warrior also known as one of the finest castle architects of his time, expanded and converted the castle and constructed its surrounding 30 meter high walls which are said to be the highest in Japan.

Todo was credited for his bravery in the attack on Osaka castle by the Shogun Toyotomi Hideyoshi and offered 323,900 koku (1 koku=about 5 bushels) of land.
There is a saying that goes "Ise is supported by Tsu, and Tsu is supported by Ise." Even today, a traveler can see the remains of Tsu Castle, Tsu Kairakuen Park, Tsu Kannon Temple, Kanshouin Temple, and various remains of the great warlord, Todo.

According to the historical marker at his tomb states that he won the Battle of Okpo where he destroyed some thirty Japanese ships "with the help of Admiral Yi Sun-shin." (Source: Historical Marker at Admiral Won Kyun's Tomb)
(NOTE: Current histories credit Admiral Shin with the victory with 28 battleships versus the 50 ships of Todo Takatora.
This was the first victory of Chosun with Shin destroying 26 out of 50 Japanese ships leaving thousands of Japanese dead.
