Adopted from a 1953 manga by Osamu Tezuka (of Astro Boy fame), Alakazam the Great was one of the first releases by Toei Animation (Toei Animation had been established just three years before, in 1957, as part of Toei Productions).
At the time, Toei Animation was geared to create feature-length movies, as is the case with Alakazam the Great, which was originally released in Japan in 1960 under the same title as the manga from which it came: Saiyu-ki.
Though a hit with the Japanese crowd, crude translation made its American appearance less successful, primarily because of the removal of a lot of religious connotations that were an important part of the original story.

Toei is the defacto producer and makes a deal with DiC to dub the episodes which only Kodansha & Takeuchi need to approve.

Whether we're still sore from Columbine or not, and whether the rule is codified or unspoken, there seems to be an age limit to characters that can be killed onscreen for American movies, which probably explains why BR possesses a lot of extra shock value to Americans.
In addition to pointing out the movie's extremely questionable content, an article in Premiere magazine reported that Toei had unreasonable expectations for the release of the film, wanting it to be a Crouching Tiger, Hidden Dragon-size wide release and not confined to limited arthouse runs.
But given that there's no government-imposed moratorium on the film, and there are some American distributors who would probably still want to distribute BR in the U.S., one can't say that there's a "ban" on BR, whether an actual one or a "technical" one.
