As Togusa goes to talk to the kid a woman shows up and ask what he is doing which she says the kid has to work now, Togusa is the new trainie and the woman ask if he is in cyver brain lock out which he says yes.
Togusa is told to catch the kid and as he trys to run off to catch him a guard has caught the kid already, they talk about how he is only unconscious for now and will be okay.
Togusa heads out and the guy says he won't tell about the chief which they tell about something really cool, they wish to show him something and hook him up to a man whose ghost is stuck online so he is as well.

Togusa’s friend died before he could tell him what was going on, but from the photographs left for him, he was able to figure out that Interceptors, audiovisual devices secretly implanted in the brain, were being used on the SIU.
Togusa tries to be reasonable about the case against him and the trial, saying he has to be arrested because he fired his gun while off duty.

Togusa further recounts the events of episode 11, Inside the Forest of the Sub-Imagoes: PORTRAITZ in which a Cyberbrain Sclerosis rehab center was being used as a staging area for hacking assaults on the Ministry of Health, Labor, and Welfare.
Togusa pays a visit to the Sunflower Society, posing as a journalist, and claiming that his father died of cyberbrain sclerosis and was not responsive to micromachine therapy and that he has only recently found out about the Murai treatment.

Togusa takes his concerns to Aramaki, explaining that Yamaguchi's death may have been a homicide relating to the Laughing Man investigation, and is later approached at Yamaguchi's funeral by his dead friend's widow.

Togusa is a family man, and has very little cybernetic alterations to his body, most of them being in his brain.
Batou and Togusa were always the point of interest for me as personalities came and this time it feels like we really are dealing with a hard-boiled detective story, something I'm a big fan of, and not with typical science fiction solely leaning towards the sterile and the abnormal.
Togusa is a very fitting detective to accompany him and almost a complete opposite of him, having his own little thoughts and getting constantly rationally challenged by him while trying to fill the manisfestative void left by Batou's former partner Kusanagi.

Despite Togusa's misgivings about working in Kusanagi's shadow, they're a strong pairing, and are placed exclusively on the case of a string of sexaroid cyborgs who have been malfunctioning, performing gruesome murders and then "committing suicide".
While a large part of the film is Batou and Togusa driving around, exchanging increasingly unlikely philosophical quotes, there are some incredibly crowd-pleasing moments that never degenerate into simple pandering.
Togusa is the other character who is given depth.

Togusa's biggest quirk is that he prefers an old-fashioned M2007 revolver to a modern weapon.

A hardened forensic expert, during questioning by Bateau and Togusa, comments that they are “not illegal but nothing to brag about to the neighbors.” Her theory on the murder-suicides (a breach of embedded moral code) is that the gynoids are rebelling against owners who abandon them for younger models and force them into vagrancy.

When Section 6 makes its attempt to sneak into Section 9 to steal the Puppet Master, Togusa notices something amiss with the situation, and after a little delving is able to warn Kusanagi of the attempt, enabling everyone to get ready for her plan to uncover the plot.

Specifically, Togusa and Batou infiltrate a city of outcasts in the center of the ocean where a large festival is taking place.

The end result leaves Kusanagi wounded, Imakurusu dead, one of the DEA agents turning into a stool pigeon for Section 9, and the actual vaccine file turned over to Section 9 by the Laughing Man. The DEA agent's testimony leads to the arrest of a very high ranking official in the Ministry of Health.

The slipcover is the nice big box size like what we got early on but it's more detailed and colored than that near all-fl piece and I'd almost hazard a guess that it could hold a bit more of the keepcases than the first one.
With the attack on the group that Togusa was investigating, he's able to provide crucial evidence about how the DEA was behind it and this allows Section 9 to start making their moves across the board so they can start tying the noose up a bit tighter.
It goes in a couple of phases as Section 9 sets out to protect those that are likely to be targeted in the clean-up operations from the DEA now that they've been exposed and this provides some really engaging action sequences and a lot of visual trickery in order to accomplish their goals.
