For those wishing to see scenes of decadence in Tokyo, the film certainly delivers.
Aside from the people she interacts with, few others are seen, and those she meets are almost without exception out to satisfy their own selfish desires.

Welcome to the world of TOKYO DECADENCE, where prostitution is a dangerous and ugly profession, not the thing of romance it has been portrayed as in Hollywood's sanitized PRETTY WOMAN.
TOKYO DECADENCE is graphic but not gratuitous, and I can't go into details about some of the humiliation that Ai is put through without proof that the reader of this review is over eighteen.
TOKYO DECADENCE is so bleak that without the inclusion of a brief scene designed primarily for comic relief, this would have been as close to unbearable a movie as I have ever seen.

BBC - Films - review - Tokyo Decadence (Topâzu)
Almost entirely free of context or comment, it’s like watching a grim, sordid and in fact rather dull porno flick, where the director documents the sexual demands of a number of ‘imaginative’ businessmen and then — unlike the prostitute herself — does nothing with them.
There are many good films about decadence (after all a natural source of drama), but this is an example which is limp throughout.
His way of pulling "Tokyo Decadence" out of its one-dimensional groove should have been to fatten up the central character, the young prostitute, who simply has to look anxious, forlorn, depressed or lost.
