It was made as a joint project between Tokyo Movie Shinsha and an Italian TV station, RAI, in 1981.
Miyazaki directed 6 episodes (and wrote scripts for some of them), but the production was put on hold due to a copyright dispute with Sir Arthur Conan Doyle's estate.
In 1984, after the copyright dispute was finally resolved, Tokyo Movie Shinsha decided to make more episodes of Holmes and to air it as a TV series as originally planned, with totally different staff members from the first 6 episodes.

Born from the ashes of Tokyo, this megatropolis is a city filled with scum, drugs, biker gangs, and all the sleeziest things you can think of.
Not the "top-notch" you see in the more modern anime movies such as "Spriggan." But for the 80's, this animation is well done.
While you're watching this movie your first time you don't really pay attention to the music as you'll probably be sitting thier scracthing your head while trying to understand such and such.

In fact, the movie is incredibly enjoyable and takes you for a wild ride through Alaska, London, Amsterdam, and Thailand, wherein the cast gets to make their usual showing of high-intensity antics, implausible acrobatics, and, on Lupin's part, classic lechery.
Unlike the previous movies, this installment doesn't seem to carry the same fluidity in character movement and often suffers from inconsistancy between character sizes.
All one should really go into this movie knowing is that it's enjoyable, and the fact that Monkey Punch or the translators apparently weren't doing their job when describing Indra as a Buddhist deity.

The movie pays tribute to many other movies as well -- James Bond, Indiana Jones, any number of old classic samurai movies -- so many that you'll lose count quickly.
The story itself is pretty basic and is rather sweet, a bit of a love story involving Goemon and a lot of a treasure hunt and getting there before the Fuma clan finds it.
This movie definitely has its fun moments like when Goemon had a bit of a discussion with Lupin and Goemon regarding the treasure, (those poor trees!) not to mention the car chase between Lupin and Zenigata.
