 Advances in sea cucumber aquaculture and management
In the Toliara region (south-west of Madagascar), the fishery is a traditional activity.
In 1996, the number of fishermen in the region of Toliara was 3 702 with 153 originating from the village of Ankilibe (there were 10 collectors in that village in 1996 and 9 in 2002).
The general objective of the research project is to build a holothurian hatchery and farm in the region of Toliara, and to train Malagasy students to the aquaculture techniques related to holothurian growth.

All the breakaway provinces are led by Ratsiraka loyalists.
The wealthy northern province of Antsiranana announced it was breaking away on Tuesday, and Toamasina, which houses Madagascar's key port by the same name, followed suit a day later.
The governors of two of the provinces have said they would rescind their move if Ravalomanana was not sworn in to office at week's end as originally planned.

It is thus somewhat surprising that the rural population in this province is the second poorest in the country with an incidence of poverty of 79 percent.
In Mahajanga and Toliara (the poorest province), however, the differences in the size of land cultivated is not tremendously different for the two groups, and in Antsiranana the extreme poor, in fact, own more land on average than do the nonpoor.

Madagascar is a very large island, administratively composed of 6 provinces which are quite different, one from another, in respect to population, economic potential, and general level of development.
The island has four Anglican dioceses: Antsiranana (which corresponds to the province of the same name), Mahajanga (also corresponding to a province), Toamasina (incorporating the province of the same name and the province of Fianarantsao), and Antananarivo (incorporating the province of the same name and the province of Toliara).

The ADF funds will go to finance the rehabilitation of two sections of the roads in Madagascar's impoverished south-western Toliara province, on the highway connecting the western port of Morondava with Antananarivo.
According to the Malagasy government, the vast Toliara province is one of the worst examples on how a poor and neglected infrastructure has hampered economic development and cemented poverty.
By reducing the travel time and transport costs to the province, the government hopes to promote investments and tourism here, in addition to enhance agricultural production, generate employment and provide access to socio-educational centres for the province's inhabitants.

Since the beginning of the cholera epidemic, the number of cases has continued to increase in the aforementioned provinces, bearing witness to the endemic nature of the disease in Madagascar.
Efforts made by Malagasy authorities and their operational partners in the area of prevention (information, education, communication and water, public health, sanitation) are obviously vital, but they are insufficient to launch a comprehensive battle against cholera's devastation.

In restoring order in Antsiranana and Toliara provinces, government forces did not use excessive force and reportedly detained those arrested in humane conditions.
In the case of the 36 Federalists arrested in June when government security forces freed government buildings under Federalist occupation, they were charged with incitement to rebellion against the Government, illegal entry into and destruction of government and private properties, acts of violence, and illegal possession of weapons.
They were tried in a civilian court in December in the town of Ihosy (Toliara province), and the trial was open to the public.

Vatican City (Fides Service) — The Holy Father, Pope John Paul II has (14 November 2003) created the new ecclesiastical province of Toliara detaching it from the ecclesiastical province of Fianarantsoa (Madagascar).
The new ecclesiastical province of Toliara will comprise the south west region of Madagascar and it will embrace the province of the same name and have three suffragan dioceses Morombe, Morondava, Tolagnaro.
It has an area of 43,570 sq km, and a population of 750,000, of whom 86,000 are Catholics, gathered in 15 parishes, 120 mission centres, cared for by 38 priests (10 diocesan and 28 Religious), 240 women religious and 22 major seminarians.

The governor of Toliara province in the southwest and the governor of the Antsiranana province in the north threatened at week's end to declare independence if Ratsiraka is not declared the election victor.
Jean de Dier Maharante, governor of Toliara, said he could not legally back secessionist moves, ''but if Ravalomanana's camp continues to behave illegally, the independence of the provinces is a risk.''
A mixture of races and cultures, Madagascar was divided into its current provinces by French colonial authorities in 1895 to provide different ethnic groups and economic classes with their own homelands.

The Ministry of Health, WHO and the UN Children's Fund (UNICEF) have intensified medical surveillance in the southern province of Toliara and neighbouring districts.
At an inter-agency coordinating committee meeting earlier this week, the government and its UN partners decided to hold national immunisation days in the next two months, covering at least 600,000 children aged under five in Toliara's 21 districts as well as six other districts bordering the province.
Five cases of acute flaccid paralysis, "associated with strains of polio virus derived from oral polio vaccine", were reported in southern Madagascar in 2001/02, according to the L'Institut Pasteur in Paris.

 Paralytic poliomyelitis in Madagascar, 2002 - CCDR Volume 28-16
Surveillance for acute flaccid paralysis (AFP) in Madagascar has detected a cluster of four cases of paralytic poliomyelitis from which type-2 vaccine-derived polioviruses have been isolated.
Preliminary data indicate that these cases, in the Toalgnaro district of Toliara province in south-east Madagascar, had onset of paralysis between 21 March and 12 April 2002.
None of the children affected was fully vaccinated.

Between 26 January and 4 February 2004, Elita hit Madagascar several times causing severe damage in five out of the six provinces of the island: Majunga, Antananarivo, Fianarantsoa, Tamatave and Tuléar.
