Ok the Tollans made there own stargate, which is cool, but when they made it they decided they would make it smaller than the standard Ancients stargates.
As for the tollans building the thing, I believe it was the Nox who built one for them.
As for the fighter, the Tollan gate probably would've just done a "48 Hours" and stalled until some tech-guy came along and directed it to some gate-type device large enough for it to fly out of.
