Why tollways should be maintained all-year round? : Philippines : Gov.Ph : News
As conceived, the North and South Luzon tollways were intended to be self-liquidating projects where the capital investments, including those of the national government, are to be recovered from the tolls collected from motorists, with an allowance for some margin to cover the costs of capital.
Thus, although the old tollways sections were built in 1966-1970, funds may be collected not only to recover the initial capital costs, but also to maintain and operate these sections and to widen the roadways to accommodate additional traffic.
The tollways concept was adopted by the Philippine government as a way of complementing its national infrastructure program with the use of private sector resources and expertise.

Some of the cities and counties involved were going to form a Public Highway Authority to build the Northwest Corridor, but CTE has taken it under its wing.
CTE has undertaken a toll route feasibility study to determine what corridors in the state would be good candidates for a new toll road or toll lanes on an existing road.

And that's how tollway politics has played itself out in the 44 years since public officials began promising to raze the booths as soon as the bonds that helped build them are retired.
Most important, tollways are unlikely to become public freeways because they pave the way for a lucrative political power base.
Indeed, the tollway remains one of the last bastions of political patronage.

Democrats said that was a bad financial deal and argued the state should not turn over a major asset to a private company, which they predicted would increase tolls continuously to make a big profit.
Daniels said that money would help the state pay for the I-69 extension and allow that highway's entire route to be free of tolls.
