Thomas Eugene Paris ("Tom Paris") is the son of Admiral Owen Paris, and a scion of a family with a long history of illustrious service in Starfleet.
Paris was also one of the most strongly human characters within the Voyager series, and he thus partly enabled the traditional Trek contrast between human and non-human characters.
The character of Tom Paris is based on Nick Locarno from the Star Trek:TNG episode "The First Duty", who was also portrayed by Robert Duncan McNeill.

Paris was the first person to pilot a shuttlecraft at warp 10, which made him mutate into a lizzard-like animal that had a bunch of lizzard babies together with Janeway in 2372.
Paris had during the first years of his time on USS Voyager some trouble with conforming to Starfleet protocols, he was even demoted to ensign in 2375 for disobeying orders, but he later earned back the grade of Lieutenant, junior grade.
