Because of its small size, Tuvalu is a ‘special member’ of the Commonwealth and does not have direct representation at meetings of heads of government.
Its first prime minister was Toaripi Lauti, replaced in 1981 as a result of his alleged involvement in an investment scandal, by Dr Tomasi Puapua, who was re-elected in 1985.
Puapua was replaced as prime minister by Bikenibeu Paeniu in September 1989, whose new administration pledged to reduce the country's dependence on foreign aid; he in turn was replaced by Kamuta Laatasi in 1993.

The opposition since then claimed they had the ability and the numbers to form government and have campaigned since May to pressure the prime minister to recall the House, and face a vote-of-no-confidence.
Repeated requests to the former Governor-General Sir Dr Tomasi Puapua, and a petition to the High Court filed in former opposition leader Amasone Kile's name - have all failed to convince the prime minister to recall parliament.
Despite the fact that at times the prime minister has presided over a minority government, he maintains that since last year's general election he is the legally elected representative of the people.

Since the May by-elections in which the government lost its one seat majority, the Opposition has repeatedly written to PM Sopoanga requesting that he recall parliament to hear a vote of no confidence in the government.
Mr Ielemia says they did not want to ask the Governor General to direct the government to recall parliament, as it would be a sour note on which the Governor General would complete his term of office.
Sir Dr Tomasi Puapua retires on the 10th of September, aged 65.

Paeniu first gained the premiership after the September 1989 general election, displacing Puapua in a parliamentary vote.
After two tied votes, Puapua agreed to stand down in favour of the Speaker of the parliament, Kamuta Latasi, who then defeated Paeniu to become Prime Minister.

September 2002, Sir Tomasi Puapua reiterated Tuvalu’s grave concerns with the adverse impact of global warming particularly of climate change and sea level rise on the survival and livelihood of the Tuvalu people.
His Excellency told the General Assembly that even though many people were already migrating to escape, and suffering from the onslaught of sea level rise, it was certainly not the wish of the people of Tuvalu to be taken as environmental refugees.
Sir Puapua called on the international community to help address Tuvalu’s special needs in developing quality education, health, access to fresh water, good sanitation, affordable energy and infrastructures.

In 1978 an independence constitution was approved by the United Kingdom and on Oct. 1, 1978 Tuvalu was granted full independence within the Commonwealth with Toalipi Lauti as Prime Minister.
In 1981 Lauti was succeeded by Dr. Tomasi Puapua and in 1984 Tuvalu established diplomatic relations with Kiribati (formerly Gilbert Islands).

But Chief Justice Gordon Ward threw out the petition, saying Sopoanga hasn't breached the constitution by running a minority government although the onus is for the Governor-General to act, if he wants to solve the impasse.
The court direction came a bit too late though as the incumbent's term, Doctor Tomasi Puapua, expired in September.
This, according to Sopoanga was the respite he had been praying for.
