Later, Tombstone allied himself with several minor villains and attacked Kangaroo, nearly injuring him with a pair of scissors, until guards broke up the altercation and sent Tombstone to solitary confinement.

you could go with tombstone and just make him a bit more subtle and retool the character a bit, it would be more like an insider easter egg thing, cuz general audiences would just know him as "creepy albino killer man".
Tombstone's backstory is stupid and doesn't belong in a gritty, realistic movie like The Punisher.
In many comics outside of WBF (which is what you seem to base ALL of your Punisher knowledge on), the Punisher came across many other vigilantes...

 Spider-Man's Tangled Web #17 Review - Silver Bullet Comics
The two issues that made up this Tombstone arc were a great deal stronger than I had gone in expecting them to be, and Daniel Way deserves full marks for delivering a story that manages to put a fresh spin on the typical clichés that one finds in the prison from hell stories.
There's also some nice work done with Tombstone, as the shot of his seemingly dead body in solitary confinement certainly looked convincing, and one has the love the sense of danger in the panel where the abusive guard discovers which one of them is going to emerge out of the prison van alive.
The story also does a pretty good job of presenting Tombstone as a complete bastard, as the final couple pages of this issue are sure to earn Daniel Way the wrath of the small, but fiercely loyal fans of a certain third string villain, who discovers that Tombstone is a poor choice for an ally.

As a side effect of Tombstone’s job he is able to get even with childhood friend and Spiderman supporter Robbie Robertson, whom he believes made him the villain he has now become.
Not much restoration has occurred to the print, if any at all, and it’s a treat to see how these comic book heroes were portrayed in Saturday Morning cartoons when they were fresh and new to the public consciousness.
