I know about all we know from it in canon is that is was some kind of incident between the Romulans and the Federation, it led to the treaty of Algeron and a period of Romulan isolation.
The end result of what came to be known as the Tomed Incident (after the defecting scientist) was the Treaty of Algeron, which prohibited the Federation from developing cloaking technologies, and a half-century of Romulan isolationism.
You could tell them that those bases and the ship were being phased out of service, which was partially true, but then the moment the Tomed Incident happened they would all know it was a lie and that no one died that day.
