In 1909, Hoffman Island’s facilities were converted from an immigration detention center to a hospital for the care of measles, scarlet fever, and diphtheria.
The islands were sold to the U.S. Public Health Service in 1920, but with the decline of immigration, the facilities were eventually relegated to the quarantine of imported parrots.
The island is too dangerously near the city for this purpose…” The water approach was shallow and was viewed as requiring extensive dredging, but the urgency for removing the explosives storage facility from Ellis Island sealed its selection for the new immigration center.

 Ellis Island Quarantine, New York - History
Two years later (1801), the quarantine establishment, such as it was, was fully located at Tompkinsville, Staten Island, where it remained for over sixty years, subject, during the latter part of that period, to the control of a board of Health Commissioners.
They then selected Seguine's Point, on the south shore of Staten Island, and proceeded to erect a pier, buildings, etc. The people in the vicinity, however, turned out in a body one night (May 6, 1857), and burned everything connected with the new station.
Three-quarters of a mile further down the bay is Swinburne Island, which encounters "the stead roll of the Atlantic," and the full force of the winds and storms.

In the ensuing weeks, the battleship operated in the Southern Drill Grounds and off Tangier Island in the Chesapeake Bay, where she conducted target practice.
Touching briefly at Tompkinsville on 7 and 8 December, Vermont reached the New York Navy Yard on the latter day for year-end leave and upkeep and remained there until 2 January 1912, when she sailed for the Caribbean and the annual winter maneuvers.
