There is no poverty in Tomsk-7, no bad parts of town or beggars on the street, as in nearby Tomsk (one of Siberia's oldest cities, with a population of 520,000, Tomsk stands 16 km to the south of Tomsk-7).
Studio 7 is billed as a non-governmental station, but, as Managing Director Georgi Nikolaevich Radygin admits, "There is some question about the independence of the station." The city administration and the komsomol (Young Communist League), for example, provided all the studio's start-up funds.
Interestingly enough, it was through Radygin's otherwise conservative Studio 7 that the international environmental organization GreenPeace warned the residents of Tomsk-7 of the possible consequences of the explosion.

The operations of the plant at Tomsk have been a carefully guarded secret since the 1950s when the plant was constructed to produce plutonium for the Soviet nuclear arsenal.
That evening, representatives of the Kombinant quickly informed the Tomsk residents that the accident was confined to a local area and pollution did not reach beyond the industrial building.
They were told that zirconium, niobium, and ruthenium were discharged, the radiation level at the place of the accident was 30 mili-roentgens, and a radiation level of 400 micro-roentgens was detected in a 4 to 6 km area on the road that leads to the village of Samuski (about 29 km).

In the neighbouring village where there were 200 inhabitants, the dose rate was between 0.2 and 2 millisievert an hour and in a few spots up to 30 mSv/hr.
One worker received the largest recorded radiation dose of 7 mSv.

On July 7 twenty five workers from the photo studio were told to move the equipment out of the premises and take it to another building in the suburbs of the city.
