Tonawanda's population center was concentrated at the junction of the three transportation arteries, and in 1854 the Village of Tonawanda was incorporated within the town.
Thus, on March 23, 1903, Tonawanda was incorporated as a city and was separated from the Town of Tonawanda, leaving the township with its present boundaries.
The decade from 1920 to 1930 was a period of tremendous growth in the Kenmore portion of the town.

 CLEARWATERS: Coarse monomedia filtration: a solution to wet weather flow
In 1998 the Town of Tonawanda Wastewater Treatment Facility, in cooperation with the New York State Energy Research and Development Authority (NYSERDA), studied this question by replacing Tonawanda's sixteen traditional mixed-media sand filters with deep bed monomedia filters at their 32-mgd wastewater facility in western New York.
The objective of the Tonawanda/NYSERDA demonstration project was to evaluate the technical and economic effect of using the new monomedia process in wastewater plants throughout New York State by applying it to Tonawanda's existing sixteen filters, which process 32 mgd of wastewater.
R&D Engineering is currently working with the Town of Tonawanda and NYSERDA to study coarse monomedia in the filtration of primary effluent to attempt to answer these and related questions.

Albany, NY – The New York State Energy Research and Development Authority (NYSERDA) recently co-funded a $537,932 project with the Town of Tonawanda that has improved the efficiency of the Town's wastewater treatment plant and will save the Town nearly $50,000 in annual energy and operating expenses.
With the advanced filter design, the Town of Tonawanda Wastewater Treatment Plant has accelerated run times by seven-fold, allowing for more precise filtering and less electricity use, as well as reducing the water required per backwash cycle and doubling the capacity of the filter.
With the new monomedia filter design that uses a single layer of larger sand particles and a simpler gravel configuration, more water is allowed through the filter, providing for reduced backwash cycles and quicker run times, thus decreasing electricity use.
