As of 2000, the population was 40,735 and by 2004 was estimated at 49,688.
Tooele was one of the six original counties in Deseret, which would become Utah Territory.
In the county, the population is spread out with 35.00% under the age of 18, 11.50% from 18 to 24, 29.50% from 25 to 44, 16.60% from 45 to 64, and 7.30% who are 65 years of age or older.

The office of Tooele County Clerk, as a member of the county court, was created by the government of the State of Deseret in 1850 as the county's primary record keeper with the mission to ensure the proper care, handling, and filing of county records.
The Tooele County Clerk, as the accountant and bookkeeper of the county, is required to keep an official record of every business transaction and carefully file all papers, books, and records which pertain to public affairs.
The County Clerk is allowed the appointment of deputies and must maintain offices at the county seat and keep their offices open for the transaction of business from 9 a.m.

While most of the western part of the county is now owned by the federal government, there are several cities in the eastern part of the county that have roots as far back as the late 1800's.

Prehistoric Indian sites have been discovered in the county, but it is the Goshutes, a branch of the Western Shoshone, who claim this harsh environment as their ancestral homeland.
Tooele Ordnance Depot (now Tooele Army Depot, or TAD), built in 1942 on a huge tract of land south of Tooele City, served as a major supply, storage, and repair center, employing almost 2,000 civilians in 1944.
Citizens of Tooele County received a major economic blow in 1993 when the Tooele Army Depot was included on a Defense Department list of bases to be closed.
