Toontown is published by Disney Online and was developed by the VR Studio, which is a group of animators, modeler-painters, and programmers that were originally brought together to develop virtual reality attractions for the Disney theme parks.
Toontown has plenty of each, because it features all the classic cartoon gags such as hitting bad-guys in the face with pies, but also includes references to office humor, such as the enemy attack that literally wraps a Toon up in "red tape".
A common practice in other online games, often referred to as "kill-stealing", is for a more powerful player to be able to join a battle that is underway and finish off the enemy, thereby earning experience and even treasure at the expense of the players who started the battle.

Well, I saw Toontown Online at this year’s E3, and I can say that there is finally an answer that both kids and parents can be happy and have fun with.
Toontown instead keeps the majority of the mission goals simple and close by enough that they have to be searched for, but you won’t be wandering through virtual miles of forestland to find where you need to go either.
The music in Toontown ranges from happy to a little more sinister, depending on what area you happen to be in or what you just did since music will play after battles or events.

Yes, it is an online game (hence the name ToonTown Online) and it very specifically indicates on the packaging that a recurring fee is necessary to play it after the initial 2 month game time has expired.
Since I have been playing there have been 2 major updates and a 3rd is scheduled for sometime in April or May, giving toons an additional neighborhood/Cog HQ to play in with new tasks and rewards.
Toontown is a great game and I suggest buying it for any little kids or teens who want to have some fun!
