  Light Rail for Austin
Rail bashers are doing their best to paint light rail as an expensive project that won't help Austin's transportation problems.
Besides, rail will primarily be used in the central city, which is already developed, and you can't build new highways right through the middle of the city.
Rail transit "solves" the congestion problem by providing an alternative means of access between origins and destinations, and into compact, traffic-gridlocked areas.

 Rides on Railways
But, although the passengers by the Express train are, in every respect, a contrast to those by the Parliamentary, the universal and levelling tendency of the railway system is not less plainly exhibited.
The “Tom Gateway” leads into the quadrangle familiarly termed “quad,” 264 feet by 261, the dimensions originally planned by Wolsey; but the buildings which bound it on three sides were executed after the destruction of the old edifice in the great civil wars from designs by Sir Christopher Wren in 1688.
The disadvantage of the system lies in the fact, that having won, the incentives are all in the direction of idleness.

Transit Automation and Operating Cost – Where Are the Huge Savings?
However, a monorail system, being elevated, can be fully automated, allowing one to run trains without incurring the expense of a driver.
Clearly, with the automated system reporting a unit OandM cost more than 10 times higher than that of the manually operated system, a convincing case for the dramatic cost-slashing potential of automated operation is not made.
Basically, per passenger-mile, the monorail service is collecting nearly eight times the fare revenue that the citywide system is. This would lead any wise planner or decisionmaker to wonder whether region-wide commuters, school students, shoppers, and other common, "routine" travellers would really pay such a premium rate of fare for their daily transit rides.

However, the first two systems were ruled out because of technical problems, and, rather than simply awarding the contract to Translohr, local planners decided to re-open bidding and to include the option of a standard steel-wheel tramway.
The system, in its current state, is unable to meet the safety requirements if operated at short headways." As a result, the system's "excursion" service will be continued for the present, with headways of 30 minutes between trains.
