Topper was so well received at the time of its' release that Hal Roach Studios re-did the plot-premise and continued the story twice.

The movie builds scenes around Rochester’s reactions; it establishes the thing he’ll react to (ghost, crow, etc.) outside of his view, then waits anxiously for him to do the inevitable double-take and run-away.
Rochester is the only character other than Topper who encounters the ghost; the white maid, by contrast, doesn’t -- she stays with Mrs.
(Topper doesn’t bother to explain ghost’s presence to Rochester, so we get repeated instances of Rocherster reacting as if it’s his first time seeing the ghost.) Rochester, as the butt of joke, falls an irritating three times down a shaft into a pool of water.

This time, Topper (Young) is visited by the ghost of a recently murdered woman, Gail Richards (Joan Blondell), who then asks him to return to a spooky old mansion where she had been staying with her friend Ann Carrington (Carole Landis) and her mysterious father (H.B. Warner).
Topper Returns apparently is a public-domain title, which means several DVDs are on the street, but this version probably is the most definitive, and particularly attractive since it's bundled with the superior Topper.

Topper must go to France to prevent his wife from getting a divorce and marrying a man who is after her money.
Fortunately, this isn't a particularly heavy burden; the appeal of the Topper movies was in the variety of eccentric comic characters rather than any one in particular, and when all is said and done, Roland Young was probably the actor whose presence was most necessary.
The movie itself is for all practical reasons a repeat of the previous movie; outside of giving a little more for Billie Burke to do, it really doesn't add anything really new to the mix.
