 | | TOP will support projects that enable the sharing and creation of a broad range of public information including, but not limited to, economic development opportunities; state, tribal, and local government services; community-based services; arts and humanities; and resources that promote self-sufficiency and an improved quality of life. |
 | | TOP defines innovation broadly to include applications that both demonstrate new technologies and projects that demonstrate how applications of new technology can be creatively used to address the needs of the non-profit and public sectors. |
 | | TOP considers partners to be organizations that contribute matching funds by supplying cash, in-kind resources (including personnel, equipment, facilities, etc.), and are actively involved in the planning and operation of the project. |
