That's the best explanation for Minister of Municipal Affairs Tony Clement deciding in the middle of a press conference last Thursday that Toronto City Council had until Saturday at 5pm to respond to his ludicrous suggestion that the number of councillors would be slashed to either 44 or 22.
Clement's real reason for wanting to reduce the size of council is to throw it into confusion and disarray for the next year.
In fact, he has combined the Toronto restructuring with legislation that throws into trusteeship the local councils in Ottawa, Hamilton and Sudbury as he forces amalgamation on those communities so his appointees can make the decisions that rightfully belong to locally elected councillors.
