Tortoise: It's called the 'Tortoise' because of the story of the tortoise and the hare, and also after the old Roman legionary formation of the same name, whose main purpose was to defend.
Though in the old story the tortoise beats the hare, the pure Tortoise style isn't necessarily more powerful in and of itself than Blitzkreig; in fact, it is probably the opposite, even though it's designed to bring Blitzkreig strategies down (we'll explain in a minute).
If you try a pure Tortoise style, you probably won't be too successful (except maybe in scenarios centered around collecting a target daily profit), because you won't have the commercial backing necessary to give your empire any real value.

I suppose the same could be said about Clampett's FALLING HARE; although neither Bugs nor the mischievous gremlin who torments him throughout the cartoon comes to a bad end at the fade-out--they simply run out of gas before the plane they're about to crash ever touches the ground.

Bugs Bunny's origin was as a goofy antagonist for Porky Pig in the Warner Bros. cartoon Porky's Hare Hunt (1938), directed by Cal Dalton and Ben "Bugs" Hardaway, for whom the hare is named.
Plotwise, it was virtually a repeat of the previous year's Daffy Duck intro, Porky's Duck Hunt, Back then, (our) Bugs was much smaller and more rabbit-like, and completely white but in wit, resourcefulness, and the sheer relish with which he demolished his antagonist, he very much resembled his later self.
He continued to appear on television, not just in packages of cartoons sold to local TV stations and on his network Saturday morning show, but also in commercials advertising a variety of products.

All This and Rabbit Stew is rarely shown anymore, because the hunter is an unfortunate caricature of a fl man. Although it was the last of Avery’s Warner cartoons to be released, that was surely a fluke (it originally didn’t have his name on it).

 TURNER CLASSIC MOVIES
Probably the most significant of the 60 or so cartoons that Tex Avery directed during his tenure at Warner Bros., A Wild Hare (1940) was the cartoon in which the personalities of Bugs Bunny and Elmer Fudd were finally solidified.
When Warner Bros. saw by 1940 that they had a major cartoon star on their hands in the form of a Bunny named Bugs, it must've only seemed natural to arrange for a face-off between this hare and a tortoise character.
Sure enough, the following year brought Tortoise Beats Hare (1941), from director Tex Avery, his follow-up to A Wild Hare (1940), the cartoon in which he established the classic Bugs persona after several other directors took a shot.
