The Torugart Pass is a pass in the Tian Shan mountain range.
The pass is the main border crossing between the People's Republic of China (Xinjiang province) and Kyrgyzstan.
The road on the Kyrgyz side, from Torugart to Naryn and then to Balykshy and Bishkek, is narrow and in winter often impassable due to heavy snow and frequent avalanches, so that transport and trade between Kyrgyzstan and China are difficult and costly.

The Irkeshtam Pass (2841 m) - For a long time this pass was open only for commercial goods traffic for a limited period each month, although for several years there were plans to open it for passenger traffic and these finally came to fruition in the summer of 2002.
The Terek Bawan Pass lies to the West of Osh, is in Kyrgyzstan on one of the approaches to the Irkeshtam pass, not actually on the border itself.

Torugart is one of the few passes to China but it seems to be sparsely used and we rarely see any car or truck.

The Torugart Pass is a remote mountain border crossing between Kyrgyzstan and China.
In 1906, the Chinese government gave in to Russian pressure and agreed to complete the road usinig a loan from a Russian bank — recouping the money by levying tolls — and Russian merchants were given a monopoly of trade along the route.
Now you can travel the modern road, though truth to tell, it is not yet very modern (although many sections are not tarmac some of it is — indeed, part of it near At Bashi once served as an emergency airstrip in case of Chinese invasion).

To pass the border you can ask Caravan Café in Kashgar: they will be able to organize for you cars for both countries: a Chinese car will get you to the border, while a Kyrgyz car will be waiting for you there.
That's how, once you pass all Chinese checkpoints along the way up to the Pass, you will get to border, where Chinese officers will already be aware of your arrival that day and will just check your identity and assist to the "exchange" of passengers between the car drivers.
In fact, going through Irkeshtan Pass was more complicated than going through Torugart Pass and it wasn't easy to organize.

Although no “permissions” are needed from the Kyrgyz authorities to cross Torugart, it is still necessary, technically, for tourists to be taken through the border zone, for group lists to be prepared and the drivers/guides have to have special stamps in their passports to enable them to travel here.
The other, Southern pass (Irkeshtam) is still closed to all passenger traffic, not just foreigners, and it is NOT possible at this time to get permission to cross there (nevertheless, rumour has it that some trips have got through using charm or perhaps another more mercenary form of persuasion - just don't rely on it!)
Torugart is quite remote (540 km from Bishkek and 180 km from Kashgar).

We are in Bishkek now, and plan to cross the Torugart pass about the 29/30 August to Kashgar.
The whole thing is, that crossing the Torugart is, and remains, a quite and needlessly complicated and pricey affair where pre-arranged transport from a recognized travel agency has to wait for you on the other side etc...
I will be crossing the Torugart from Kashgar to Naryn on 3rd September and might be able to spare a seat.

Worryingly, next day, as we set out on the road toward the Torugart Pass, the locals we passed shouted "Sneeyek!" and put their hands up to their necks to show how deep the snow at the pass was.
Then we summitted a small pass and were reward by a flying descent across a grass plain and down into a wide empty valley with beautiful views of the eerie Tien Shan mountains.
As it is forbidden to cycle from Torugart to Kashgar we had arranged for a jeep that had come from Kashgar and meet us at the Chinese border post 15km across no mans land on the other side of the 3,600m pass.

This is partly because it is a "Class II" crossing between Kyrgyzstan and China (and thus only intended for nationals of these countries) and party because of its remoteness and the poor road conditions.
Until you are given official permission to pass through the "Arch" you must stay on the "no-man's land" side and your "guide" must stay on the Chinese side.
After you pass through the arch there are two more Chinese check points before you are fully in China.

He cited security and safety as reasons due to the long distance to the Chinese Torugart Checkpoint (at 100km later) and the remote landscape and the bad gravel road, unsuitable for bicycles.
Coincidentally on the pass, we met the 2 tourists, a New Zealand trekking guide and a Dutch woman who were supposed to take the 2nd van that we had met earlier.

I, however, am heading back down the Torugart road to see the 15th century caravanserai of Tash Rabat.
Of course I'd already been along the road to the Torugart Pass but I wasn't prepared for the gorgeous valley that we turned down to reach the caravanserai.

In the valley near Tash Rabat I noticed one of the mountains was riddled with holes; nests of ground squirrels, I suspect, but I didn’t see any there.
There are two kinds of them here, one a lot bigger than the other — I see a lot less of the smaller ones, but maybe they’re just more shy.
