Toshitsugu Takamatsu is considered to be the "last combat ninja" by the Bujinkan.
Toshitsugu Takamatsu studied under various masters of several ryu, and as a result, became the "only man ever to master all aspects of ninjutsu".
Takamatsu passed on his knowledge and legacy to Masaaki Hatsumi and Shoto Tanemura, who founded the Bujinkan and Genbukan respectively to continue Takamatsu's teachings.

Takamatsu fell for this, and as a result Kanzaki broke Takamatsu's left elbow.
However, as Kanzaki he some how managed to slap Takamatsu's ears, causing one of the them to rupture (This was later the cause for him to be excused from military service, and also left him deaf in one ear).

According to Tanemura, Sato Kinbei received sokeship to the ryu from Takamatsu Toshitsugu (Hisatsugu) who was the previous soke.
It is thought Takamatsu originally gave sokeship to Akimoto Fumio, however, Akimoto died shortly thereafter and so the sokeship was secretly given to Sato.

If anyone owns the takamatsu legacy (as in his personal history) then its his family not a student who trained occasionally with him during a 15 year period.
Any one of us can write about Takamatsu or even the Bujinkan and as long as we dont slander or commit libel then there is nothing anyone can really do about it.
However, as stated Hatsumi is not the only authority on Takamatsu sensei and maybe he is waiting for others to pass on so before releasing his version is so they cannot criticise his work.
